The rules for 30K are (relatively) harder to get ahold of in their fantastically pricey books. A real shame with how fantastic their models are.
They also present a different point budget and some variant rules from 40k versions/equivalents.
According to forgeworld, this makes 30k marines vs 40k marines almost apples and oranges, though it does't matter so much against the xenos hordes.
